Provided are: a roller - in particular, a conductive roller, capable of suppressing the generation of cutting debris from the cut surface of the end portion of a foam layer in the roller shaft direction over a long period of time; and an image forming apparatus using the same. The roller is provided with a shaft 1, and a foam layer 2 and at least one coating layer 3 which are sequentially disposed on the outer circumference of the shaft. Both end portions of the foam layer and the coating layer in the roller shaft direction are cut, a filler layer 4 is provided to the cut surfaces of the foam layer and the coating layer, at least the cut surface of the foam layer is coated with the filler layer, and the filler layer includes a water-based urethane resin. |
