The present method can be used by advertisers and users of promotional and informational materials with the use of IT devices. For the purposes of reducing the time taken to receive information, selecting necessary IT devices and enabling receipt of information offline, promotional materials are housed in a communication subsystem. These materials are retrieved with the aid of IT device software, and are transmitted, saved and displayed on IT devices in the form of blocks of information. The user can even receive information offline. The user initiates a direct voice or video connection to a supplier of promotional and informational materials. The supplier prespecifies the type of communication for the purposes of contact. IT device software transmits to a switching subsystem statistics about the manipulations carried out by users on IT devices. On the basis of the statistical data received, the switching subsystem generates and delivers information to suppliers of promotional and informational materials, thus enabling them to select a necessary IT device. All financial accounts are generated in the system. The technical result of the proposed invention is an increase in functional capabilities and a reduction in the time required for the receipt and display of information.
