PROBLEM TO BE SOLVED: To provide an electrostatic film forming device capable of evenly and continuously forming a film made of powder on an object.SOLUTION: An electrostatic film forming device deposits powder on an object 1 conveyed by a conveyer 2 according to an electrostatic force to form a film made of powder on an object 1. The electrostatic film forming device includes a screen 10 arranged opposite to the object 1, a rubbing roller 12 which rubs powder against the screen 10, a roller rotation mechanism 19 which rotates the rubbing roller 12 around a shaft center thereof, a hopper 14 which supplies powder to the rubbing roller 12 and a power source DC which applies a voltage between the screen 10 and the object 1.
