Disclosed are a paper delivery mechanism and printing device having the same. The paper delivery mechanism comprises: a rack (7) provided with a paper outlet (731) thereon; an oscillation frame (1) disposed to oscillate relative to the rack (7); a delivery roller assembly (2) provided on the oscillation frame (1); a first drive assembly (5) rotatably connected to the delivery roller assembly (2) to drive the same to deliver a paper to the paper outlet (731); and a first detection assembly (41) for detecting the position of the oscillation frame (1) relative to the rack (7); and when the paper outlet (731) is blocked, the oscillation frame (1) oscillates in a direction away from the paper outlet (731). Even if the hardness or thickness of the paper is high, the paper delivery mechanism can timely and effectively detect a paper jam.
