The embodiment of the disclosure provides a power control method and device, a base station and a computer storage medium. The method includes: a first determination step of determining whether transmitting power of an uplink channel of a terminal is allowed to be reduced in subsequent slots of a current Transmission Time Interval (TTI) according to first data, received in a first part of slots of the TTI, of the uplink channel of the terminal at the end of the first part of slots of the current TTI, and if YES, entering a control step; and the control step of controlling the terminal to reduce the transmitting power of the uplink channel of the terminal before the end of a first slot in the subsequent slots.
