The present invention provides an apparatus to preheat a scrap. The apparatus to preheat the scrap of the present invention comprises: a preheating chamber which stores the scrap, and has a plurality of preheating zones to preheat the scrap by a high temperature exhaust gas discharged from a furnace main body; and a transfer unit installed in the preheating chamber, transferring the scrap in order for the scrap to sequentially be moved along a plurality of preheating zones. The objective of the present invention is to provide the electric furnace capable of maximizing utilization of sensible heat of the exhaust gas, and the method to preheat the scrap of the electric furnace.
