In normal times, a rotation angle restriction mechanism (14) in a first state restricts a rotation angle of a steering member (2) within a first rotation angular range. In the event of a failure, that is, when there is a malfunction in a steering angle sensor, the rotation angle restriction mechanism (14) is switched into a second state by an electromagnetic clutch (15), and the rotation angle of the steering member (2) is restricted within a second rotation angular range. A steering direction is detected on the basis of at which one of a pair of terminal ends of the second rotation angular range, the steering member is located. An ECU (19) executes drive control on a steering system actuator on the basis of the detected steering direction. |
