<P>PROBLEM TO BE SOLVED: To provide a power converter which can output a voltage current waveform of small harmonic component without requiring a harmonic suppression filter. <P>SOLUTION: The power converter comprises a phase arm 11a consisting of a series connection of a multi-level leg 13a formed by connecting one or more switching unit 12 in series, and an on/off leg 14a formed by connecting one or more switching element Q1 having self arc-extinguishing capability in series, and a control unit 15 which controls each switching element configuring the phase arm.
