The present invention relates to a floor heating panel having a groove and a noise isolation pocket, which is to prevent foreign substances or a liquid such as water or urine of a pet from penetrating into the lower part of a panel (10) through a gap between the panels (10), wherein the pipe groove (21) for performing an automatic U-turn of a hose is installed in an U-turn base (60) when the pipe groove (21) is assembled. A sealing rubber (40) is inserted so that the panel (10) is attached by elasticity of the sealing rubber (40) when the panel (10) is assembled. Therefore, the noise insulation pocket hot water floor heating panel can achieve a soundproof effect and a waterproof effect. A rubber panel of a proper thickness is applied to an extrusion cross section of the panel (10) so that the noise insulation pocket hot water floor heating panel can correspond to contraction and expansion of the panel (10) while having the waterproof effect and the soundproof effect. The pipe groove (21) is formed in an expansion unit, and the hose (30) coming around the U-turn base (60) can be inserted into the pipe groove (21). A cutting unit (66) for an U-turn pipe of the hose (3) is formed in the U-turn base (60), and the hose (30) comes out by rotating from the bottom to the upper surface.
