A permeable cement mortar composition according to the present invention comprises a water holding performance enhancer including poly acrylonitrile, sodium poly acrylic acid, acryl amide, ethyl cellulose, carboxyl methyl cellulose, and poly vinyl chloride; an inorganic binder; a fine aggregate; and water, wherein the water holding performance enhancer is contained in 0.01-20 wt% of the inorganic binder. Provided is the permeable cement mortar composition for an environmentally-friendly retention-type vegetable parking block, preventing surficial stain and blocking caused by bleeding, using bottom ash which is industrial waste instead of aggregates, and having excellent strength and durability when being manufactured into a block. |
