PROBLEM TO BE SOLVED: To provide a papermaking felt base fabric capable of suppressing dropout of a batt fiber and slipping-out of a warp while maintaining a high gap amount in a base fabric layer and a papermaking felt using the papermaking felt base fabric.SOLUTION: A base fabric 2 is a papermaking felt base fabric 2 to be used as a base fabric layer 2 of a papermaking felt 1 and includes a warp 21 woven in a longitudinal direction Dand a weft 22 woven in a width direction D. The warp 21 includes a piled yarn 21A formed by twisting two or more monofilaments. The piled yarn 21A includes a first monofilament 211 having a larger diameter than those of other monofilaments and three or less second monofilaments 215 having smaller diameters than that of the first monofilament 211.
