PROBLEM TO BE SOLVED: To provide a dynamic image encoder capable of achieving high encoding efficiency, allowing intra-prediction against an inter-prediction residual signal.SOLUTION: A secondary intra-prediction part 104 predicts against an inter-prediction residual signal in a predetermined prediction direction per block. A secondary non-casual prediction part 105 predicts each signal belonging to each block against the inter-prediction residual signal on the basis of peripheral signals. A selection part 106 determines with which of the secondary intra-prediction part 104 and the secondary non-casual prediction part 105 a prediction is performed per block.SELECTED DRAWING: Figure 1
