The present invention relates to: a Panax ginseng extract, a stem cell derived from a cambium of Panax ginseng, or a method for manufacturing an extract thereof; a Panax ginseng extract manufactured by the manufacturing method, a stem cell derived from a cambium of Panax ginseng, or an extract thereof; and a composition comprising the same. More specifically, the present invention relates to: a Panax ginseng extract for increasing the contents of specific ginsenoside such as Rh2 of rare ginsenoside, a stem cell derived from a ginseng cambium or an extract thereof, and a method for manufacturing the same; and a composition manufactured by the method for preventing or treating the diabetes, and alleviating blood circulation, comprising the same as an active ingredient, or a composition for improving liver functions.
