PROBLEM TO BE SOLVED: To provide an efficient handover function while reducing the overall facility costs of a core network.SOLUTION: A terminal with low access priority provides a source base station with LAPI, information indicating that an RRC connection request from the terminal is low in access priority, and notifies a source MME of the LAPI via the source base station to have the source MME hold it. The source MME receives a "Handover Required" message from the source base station when the terminal performs handover, selects a target MME exclusive to the terminal on the basis of the held LAPI, and transmits a "Forward Relocation Request" message.SELECTED DRAWING: Figure 17
