PROBLEM TO BE SOLVED: To perform access control of the recipient list of an electronic message promotion per business unit of a corporation.SOLUTION: A server 40 in an electronic mail service provider system 12 allocates a corporate account to a corporate system 14, generates a user interface, and presents it to a corporate level device 20. A manager of the corporate level device 20 maintains a recipient list of recipients of electronic messages from any corporate business unit. The corporate level device 20 distributes parts selected from the recipient list to a plurality of respective second level devices 22, and transmits an electronic message to a plurality of recipients via a network 18. An electronic mail engine 44 generates an electronic message to be transmitted to the recipients identified by a second level device 22 from a part selected from the recipient list in a message promotion.SELECTED DRAWING: Figure 1
