PROBLEM TO BE SOLVED: To provide a video decoding device.SOLUTION: A device has an inverse quantization unit for applying an inverse scan pattern to quantization coefficient components to generate a quantization block having a conversion unit size, generates a quantization parameter and inversely quantizes the quantized block to generate a conversion block, an inverse converter for inversely converting the conversion block to generate a residual block, an inter-prediction unit for deriving motion information to generate a prediction block, and an adder for generating a restored block by using the residual block and the inter-prediction block. The size of the conversion unit is larger than 4×4, and each of the quantization coefficient components is inversely scanned every sub set to generate plural sub sets, and the plural sub sets are inversely scanned. Accordingly, the motion information of reference pictures are adaptively stored, and time motion vector candidates are adaptively generated, whereby enhancement of the coding efficiency can be maintained, and the calculation complexity degree of an encoder and a decoder can be reduced.SELECTED DRAWING: Figure 1 |
