A user device having the function of carrying out communications with a plurality of base stations by using dual connectivity, the user device being provided with: a measurement means which receives, from a base station forming a serving cell of the user device, measurement setting information providing a command to report an offset which indicates a delay between the wireless frames in a cell being measured and the wireless frames in the serving cell, when the user device is not carrying out communications by dual connectivity; and a measurement reporting means which reports, to the base station forming the serving cell, the offset measured by the measurement means.
