PROBLEM TO BE SOLVED: To provide a cleaning blade that can prevent passing of a low-temperature fixable toner over the use, and if passing of the low-temperature fixable toner occurs, suppress the toner from being crushed and largely deformed and being adhered to a contact part of the cleaning blade and an image carrier.SOLUTION: An elastic member 622 in contact with the surface of a cleaning target member to remove a residual material adhered to the surface contains, in an area 20 μm or more and 100 μm or less in the thickness direction from the surface of a contact part 62C, a cured material of a first ultraviolet curable composition containing a (meth)acrylate compound having an alicyclic structure in molecules, and the contact part 62C has a surface layer 623 that includes a curable material of a second ultraviolet curable composition containing a (meth)acrylate compound having a pentaerythritol structure in molecules; the maximum value of the Martens hardness at the contact part 62C is 5 N/mmor less.SELECTED DRAWING: Figure 2A
