The present invention provides a phosphor plate for reducing the loss of a phosphor and a manufacturing method thereof. The phosphor plate includes a base plate and a phosphor included in the base plate. A protruding part from which the phosphor fixed to the base plate protrudes, and a recess part formed by separating the phosphor from the base plate are formed on a surface of the phosphor plate. The area of the protruding part is 20 to 70% of the area of the surface of the phosphor plate.
