The present invention relates to a method for manufacturing a hydrophilic membrane and the hydrophilic membrane manufactured thereby and, more specifically, to a method for manufacturing a hydrophilic membrane, which involves manufacturing a polymer with much increased hydrophilic properties by attaching a hydrophilic functional group such as a carboxyl group or the like to a polymer with hydrophilic properties, and giving hydrophilic properties to the entire membrane with a simple process through the method of performing crosslinking coating of the manufactured polymer on the surface of the membrane, and to the hydrophilic membrane manufactured thereby.
