Provided is a plant seed disinfectant comprising chitosan particles and plant essential oils or extracts thereof, wherein a part or all of the plant essential oils or the extracts thereof are included inside the chitosan particles. The disinfectant of the present invention can greatly reduce the rotting rate of garlic, can be used in an environment-friendly manner, and can maintain the quality of garlic.
