<P>PROBLEM TO BE SOLVED: To solve the problem of being unable to connect a conventional emergency escaping device to a hydraulic construction machine of traveling by a travel system hydraulic unit of constituting a hydraulic circuit of a closed circuit. <P>SOLUTION: When the hydraulic construction machine 21 has the travel system hydraulic circuit constituted of the closed circuit, when the hydraulic construction machine 21 and an emergency hydraulic driving device 1 are connected via first pressure oil connecting ports of pressure oil connecting ports 7a and 7b, a hydraulic closed circuit is constituted between traveling HST motors 22a and 22b and an HST pump 3.
