[Problem] To provide a glass substrate for a flat panel display and a manufacturing method for the glass substrate that has a simple configuration thereby preventing a flaw on the glass substrate upper surface from adversely affecting the quality of the display image, regardless of the size of the flaw on the glass substrate upper surface. [Solution] A glass substrate (100) for a flat panel display comprises blank glass (10) and a transparent polymer film (12). The blank glass (10) has a surface that has undergone a roughening treatment so that the arithmetic average roughness (Ra) due to etching is, for example, 0.7 nm to 70 nm. The transparent polymer film (12) is applied to the treated surface of the blank glass (10). The transparent polymer film (12) has a thickness of, for example, no less than 0.5 µm. |
