<P>PROBLEM TO BE SOLVED: To provide a light emitting element and a light emitting device which efficiently extract light having a wavelength converted by a phosphor and thereby improve the light extraction efficiency. <P>SOLUTION: A light emitting element includes: a light emitting element having a pair of electrodes 23 on the same surface side; a wavelength conversion layer 12 formed on one side of the light emitting element where the pair of electrodes 23 is formed; and a light reflection layer 20 formed on the wavelength conversion layer 12.
