The filling system (1) has a metering device (4) for dosing a metered amount of the powder (2) into target container (3). A compression element (5) is arranged below the metering device relative to direction of gravity for compressing the powder. The compression element is lowered for filling the powder from above into the target container. The compression element is designed as a shaking element (6) with a shaking drive (7). The shaking element is partially projected from above into target container during filling the target container with powder. An independent claim is included for a method for filling powder into target container.
