The present invention relates to a flushing and water-saving device using a rotational force of a toilet bowl seat cover. The flushing and water-saving device comprises: a seat unit; a seat cover; a seat cover fixing bundle; and a water tank. A toilet bowl (100) comprises the seat unit (110), the seat cover (120) is installed on an upper surface of the seat unit (110), and the water tank (130) is provided on a rear side of the seat unit (110). The seat cover (120) is composed of the seat (121) and an upper cover (122), and a pair of protrusion units (123) are formed on one side of the seat (121). A protruding coupling unit (125) is formed on one side of the upper cover (122). The present invention can keep a toilet clean and significantly saves energy. |
