The present invention relates to an apparatus for manufacturing an amorphous concrete segment (10), comprising: an upper plate (110) having a plurality of holes perforated in the vertical and horizontal directions; a plurality of rods (NCR), each rod inserted into the hole one by one and then moving in the vertical direction; a rod gear (130) installed on the outer circumference of the rod (NCR) to move the rod (NCR) in the vertical direction; and a driving motor (M) which transfers power to the rod gear (130). A design module (not shown) extracts size information of the amorphous concrete segment (10) by receiving design data for an amorphous PC and then dividing the design data for manufacturing the segment, and the apparatus receives the size information from the design module (not shown) and then moves the plurality of rods in the vertical direction to be located on each height. A shaping plate (300) with elasticity installed on the upper portions of the plurality of rods (NCR) has a three-dimensional amorphous shape, and thus the shaping plate (300) is used directly as a cast for manufacturing the amorphous concrete segment (10); as a frame for manufacturing a rod type mold (200) used as a cast; or for forming the shape of a plastic phase change material (400) used as a cast.
