When a direct communications app server transmits terminal information for monitoring a position to a position management server so as to provide an approximate service to a terminal through a direct communications device including the direct communications app server and the position management server, a position management server confirms whether there is an approximate terminal based on the terminal information. When there is a terminal which is approximate as much as the approximate service is used, a notifying message including terminal information and position information of the approximate terminal is transferred to the direct communications app server. The direct communications app server determines an approximate service to be provided to the terminal based on the received notifying message, and transmits a message including information about the determined service to enable a user to use direct communications or the approximate service.
