The present invention provides an insulated trolley wire fastening device having a relatively simple structure and a further superior constructability and an insulated trolley using the same. The fastening device (10) comprises: a base part (1); an insulator part (2); and a spring material (3). The base part (1) includes a first maintaining part (1a) and maintains a first end (21a) of a first insulated trolley wire (21) by the first maintaining part (1a). The insulator part (2) includes a second maintaining part (2a) and maintains a second end (22a) of a second insulated trolley wire (22) by the second maintaining part (2a). The spring material (3) applies an elastic force to the insulator part (2) in a direction where the first maintaining part (1a) and the second maintaining part (2a) approach each other. The fastening device (10) further comprises an adjusting part (4) adjusting the amount of the elastic forces. The base part (1) has a structure receiving the insulator part (2) while allowing the insulator part (2) to move in a direction where the elastic force is applied by the spring material (3).
