Provided are: a protective layer for achieving an electricity storage device that has excellent charge/discharge characteristics, while being suppressed in gas generation within the electricity storage device caused by decomposition of an electrolyte contained in an electrolyte solution, or the like; a separator; and an electricity storage device which is provided with the protective layer or the separator. A protective layer according to the present invention is characterized by being arranged between a positive electrode and a negative electrode of an electricity storage device and containing a filler (A) and a water-soluble polymer (B), while having a water content of from 0.1 mg/cm3 to 35 mg/cm3 (inclusive). A separator according to the present invention is characterized by containing a filler (A) and a water-soluble polymer (B) and having a water content of from 0.1 mg/cm3 to 5 mg/cm3 (inclusive).
