The objective of the invention is to provide a technique capable of alleviating the workload of a user. A plant system information creating device creates information relating to a plant system, for a water plant (101) including a plurality of water storing facilities and a plurality of pipelines coupling the water storing facilities. An analytical data extracting device (121) extracts, from accumulated sensor measurement information, analytical data including stored water quantities in the plurality of water storing facilities at each time point, and inflow and outflow quantities for the plurality of pipelines at each time point. A relationship analysis device (122) calculates variations in the stored water quantities in the plurality of water storing facilities at each time point, on the basis of the analytical data, and estimates the pipelines that are in use, from among the plurality of pipelines, on the basis of correlations between the variations in the stored water quantities and the inflow and outflow quantities. |
