This road surface illumination device is provided with: a vehicle action predicting unit (2) for predicting, on the basis of vehicle information obtained by a vehicle information-acquiring unit (1), the action that the vehicle will perform; and a light animation-setting unit (3) for setting a light animation that represents the action predicted by the vehicle action-predicting unit (2) and emitting, from an illumination unit (4), the animation on a road surface before the vehicle carries out the action. Hence, the action that the vehicle will perform can be intuitively understood by a person who is outside the vehicle.
