Provided are a noise reduction apparatus making it possible to save weight without reducing the function of securing a sound-absorbing material to an inner surface of a tire, and a pneumatic tire provided with the same. The noise reduction apparatus (10) comprises: a band member (11) comprising a thermoplastic resin formed annularly along a tire inner surface (5), and a sound-absorbing material (12) comprising a porous material bonded to the band member (11), wherein the sound-absorbing material (12) is mounted on the inner surface of the tire (5) on the basis of the elastic restoring force of the band member (11). In the noise reduction apparatus (10), at least one rib (14) extending in the circumferential direction of the band member (11) is provided on at least one surface in the thickness direction of the band member (11), wherein the rib (14) is disposed so as to be present along the entire circumference of the band member (11). |
