1. An apparatus, comprising:
a shackle comprising:
a body portion;a first leg extending from the body portion and including a first foot; anda second leg extending from the body portion and including a second foot arranged parallel to the first foot;wherein each foot comprises:
a cylindrical portion having a first substantially circular cross-section of a first area;a groove formed in the cylindrical portion; anda tip extending from a base; andwherein each tip has a non-circular cross-section of a second area that is less than the first area; a cross bar comprising:
a housing including:
an internal cavity;a pair of first openings sized and configured to receive the first and second feet; anda pair of second openings aligned with the pair of first openings, wherein the pair of second openings are configured to matingly engage the tips;a lock mechanism including a pair of deadbolts positioned in the housing, the lock mechanism having a locked state in which each deadbolt is engaged with the groove of a corresponding one of the feet and retains the corresponding foot within the housing, and an unlocked state in which the deadbolts do not prevent removal of the feet from the housing.
