Provided are a noise reduction device that limits an increase in the temperature of a band member during travel and that enables an improvement in high speed durability, and a pneumatic tire provided with the same. The noise reduction device (10) according to the present invention includes a band member (11) comprising thermoplastic resin formed in a ring shape along an inner surface of the tire, and a sound absorbing material (12) comprising a porous material joined to the band member (11), the sound absorbing material (12) being fitted onto the tire inner surface by elastic recovery force of the band member (11), wherein the band member (11) has at least one raised portion (14) provided in an outer peripheral surface thereof, and the outer peripheral surface of the band member (11) has a contact area when contacted with a smooth surface in a range of 10% to 80% of the projected area of the band member (11). |
