<P>PROBLEM TO BE SOLVED: To raise an alarm from a portable receiver when there is actually a fear of contact or the like. <P>SOLUTION: Work zone information for a route, a position and the like of a work zone W where the portable receiver 5 is carried is registered in the portable receiver 5 and an in-vehicle transmitting-receiving device 3 mounted on a vehicle 2 sets vehicle state information from the position, the speed and the like of the vehicle 2 and route information and transmits the vehicle state information to the portable receiver 5.
