Embodiments of the present invention provide a method, an apparatus, and a system for establishing a radio bearer, relate to the field of communications, and can implement multiple users cooperative communication. The method includes: determining, by a base station, an RB of a beneficial UE performing cooperative communication and a support UE corresponding to the RB of the beneficial UE; and sending cooperative RB configuration information of the beneficial UE to the beneficial UE, and sending cooperative RB configuration information of the support UE to the support UE, so that the beneficial UE and the support UE establish a corresponding cooperative RB, respectively, and the base station performs cooperative communication with the beneficial UE and the support UE. |
