The present invention relates to a transparent conductive film and a manufacturing method thereof. The transparent conductive film includes a transparent substrate and an electrically conductive layer prepared on the transparent substrate. The electrically conductive layer includes a polyvinyl alcohol-based polymer and an electrically conductive material forming a three-dimensional network. According to one embodiment of the present invention, the transparent conductive film has a low surface roughness value, thereby having strong adhesive strength with an adjacent layer when the transparent conductive film is included in an electronic device.
