<P>PROBLEM TO BE SOLVED: To provide a composition for a plug capable of providing the plug for a seismic structure that sufficiently improves damping performance in both a low-strain region and a high-strain region, and to provide the plug for the seismic structure having superior damping performance in all strain regions and the seismic structure using the plug for the seismic structure. <P>SOLUTION: The composition for the plug includes a mixture of an elastomer composition including at least an elastomer component, powder, and a hard resin with D-hardness at least 30 higher than the elastomer composition and having an average particle diameter of 200 μm or smaller.
