Water naturally flowing from a lower region of a dam water storage surface can be used for agriculture and industry in general by using load flow of water filled in a hose pipe. A coupling assembly hose is immersed in the bottom of a water storage surface to be attached to a valve. Moreover, the hose is connected to a vertical drainage pipe to be connected to a downstream side. As water injection port is filled with water to be locked, and an air discharge is filled with water to be locked, the valve is opened for water to be discharged for the hose to be connected to a hose connection destination. |
