a level shifting unit configured to change a swing voltage level of an input signal from a first swing voltage level to a second swing voltage level based on a clock signal; a precharge driving unit configured to precharge an output node of the level shifting unit based on the clock signal; a leakage current prevention unit configured to switch a current path between the precharge driving unit and the output nodes based on a voltage level of the output node; and an output unit configured to latch a signal of the output node having the second swing voltage level to output as an output signal.
