The present invention relates to a cosmetic composition containing ribonucleic acid and a Panax ginseng extract as active ingredients. The present invention relates to a cosmetic composition inhibiting an activity of ribonuclease (RNase) promoting the degradation of ribonucleic acid by comprising a Panax ginseng extract and ribonucleic acid. According to the present invention, a formation containing the Panax ginseng extract has increased stability of micro-ribonucleic acid having excellent anti-aging activity and whitening activity, to maximize an effect of the micro-ribonucleic acid. The Panax ginseng extract of the present invention can be effectively used in preservation of the ribonucleic acid in cosmetics including the ribonucleic acid such as micro-ribonucleic acid.
