The present invention relates to an apparatus and a method to attach an aluminum tape to a cylindrical fabric and a reflective insulator manufactured by using the same, which improve productivity through the reduction of work hours and the improvement of work convenience by integrating and continuously attaching a sheet of an aluminum tape where a half cutting work to a set width is completed with and to the cylindrical fabric, and secures a competitive price by maximizing cost reduction and reducing manufacturing costs through mass production. The apparatus to attach an aluminum tape to a cylindrical fabric comprises: a frame which allows a cylindrical fabric and an aluminum tape attached to the outer surface of the cylindrical fabric to be transferred therein; a release paper separating device which separates a release paper from the aluminum tape; a guide shaft which is inserted into a hollow of the cylindrical fabric and is moved in a longitudinal direction; and a guide ring which allows the release paper separated surface of the aluminum tape to surround and be attached to the edge surface of the fabric.
