The present invention relates to a cosmetic composition for skin whitening, containing a mixed extract of Rehmanniae Radix Recens, Lycium chinense Miller, Scutellariae Radix, and Angelica dahurica roots. A safe and natural formulation is used in the cosmetic composition, and thus the composition causes no side effects. In addition, the composition of the present invention also exhibits excellent skin whitening effects owing to the suppression of both melanin production and tyrosinase activity, thereby being suitable as the cosmetic composition for skin whitening.
