Provided is an apparatus for inputting an operating signal of a driver using laser scanning, comprising: a laser projector module which outputs image data to display a random control function image at a previously set area of a steering wheel through laser scanning, and obtains scan data regarding the control function image displayed on the set area by an optical signal received from the set area; and a controller which creates image data including the control function image, determines a touch or a gesture motion of a driver with respect to the displayed control function image from the obtained scan data, and recognizes a keystroke for executing a preset convenience feature of a vehicle.
