The present invention relates to an ultraviolet curable coating liquid composition and a production method thereof. According to the present invention, the coating liquid composition comprises: 10-50 wt% of a material having properties of being hardened by ultraviolet irradiation; 0.5-5 wt% of a compound capable of forming radicals by absorbing ultraviolet; 1-20 wt% of a vanadium dioxide composite having phase transition stability at approximately 30°C; 0.1-5 wt% of a dispersing agent; 0.1-5 wt% of a leveling agent; and 15-88.3 wt% of a solvent. According to the present invention, the reversible switching can be stably carried out, as infrared light is blocked out at a high temperature of the summer whereas infrared light is transmitted at a low temperature of the winter, owing to the phase transition characteristics which depend on the external temperature.
