The purpose of the present invention is to provide a tip paper pattern forming apparatus which can easily form a pattern applied to a tip paper and enables easy maintenance of components associated with tip paper pattern formation. The tip paper pattern forming apparatus according to an example of the present invention comprises: a pattern forming part which is arranged on a pattern forming position in a tip paper movement path so as to form a predetermined shaped pattern on the surface of the tip paper; a main plate which has one surface coupled to a fixture arranged in the tip paper movement path and has the other surface coupled to one side of the pattern forming part so as to support the pattern forming part; a pressurizing part which has one side coupled to the main plate at the upper side of the pattern forming part so as to pressurize the pattern forming part; and a pressure controlling part which is coupled to the pressurizing part so as to control pressure delivered to the pattern forming part through the pressurizing part, wherein the pressure controlling part comprises: a primary pressure controlling part for primarily controlling pressure delivered to the pattern forming part as an external force is delivered; and a second pressure controlling part which is provided at one side of the primary pressure controlling part so as to secondarily control pressure.
