The present invention relates to a mixture of Radix Rehmmaniae, Lycium barbarum, Radix Scutellariae, and Radix Angelicae dahuricae extracts. The present invention comprises safe natural agents, thus does not cause side effects when applied to the skin, and has an excellent skin whitening effect by inhibiting tyrosinase and biosynthesis of melanin, among others, thereby being appropriate as a cosmetic composition for skin whitening.
