The present invention provides a surface solidification preventing device for a twin roll strip casting device comprising: a pair of casting rolls facing each other; an edge dam body sealing both ends of the casting rolls to form a molten steel pool between the casting rolls; and a molten steel stirring unit partly dipped into a molten steel retention section of molten steel adjacent to the edge dam body, and stirring a surface of the molten steel in the molten steel pool.
