PROBLEM TO BE SOLVED: To provide: an organic metal complex which enables the adjustment of a phosphorescence emission property by changing a ligand structure; an organic metal complex which enables the emission of yellow phosphorus light high in visibility; or a light-emitting device high in value added.SOLUTION: Provided is an organic metal complex which comprises a structure expressed by the general formula (G1) formed by orthometalation of a phenylpyrazine derivative expressed by the following general formula (G0) by Group IX or X metal ions. The structure expressed by the general formula (G1) has at least one substituent group expressed by the following general formula (G2) in a phenyl group. In addition, a light-emitting element comprising the organic metal complex and a light-emitting device are provided.SELECTED DRAWING: None
